Welcome to the State Implementation and Scaling up of Evidence-based Practices (SISEP) Center!  This page provides a quick reference guide for SEA leaders who are considering a partnership with the SISEP Center.  The criteria that will be used by SISEP and OSEP to select three active scaling States can be downloaded here.

The purpose of the SISEP Center is to help States maximize academic and behavioral outcomes for all students.  This is accomplished by establishing State, regional, and district capacity for large-scale, sustainable, high fidelity implementation of effective education practices in each State.

HOW we do it

A State and SISEP work together to align system functions and structures with desired student outcomes. All the components needed to maximize impact already exist in a State education system.  Historic factors have led to fragmentation of supports and layering of initiatives.  SISEP works with States to align state systems.

  • Alignment brings about greater coherence and realizes efficiencies as effectiveness improves.
  • Alignment consists of repurposing current resources and adding implementation knowledge and competencies to the mix.
  • Alignment takes place in a Transformation Zone to minimize disruption while building implementation capacity in the State education system (SEA, intermediaries, LEAs, schools).

WHO does it

SISEP works intensively with a few States at a time to help develop in-state capacity in the SEA, regional intermediaries, districts, and schools.  SISEP relies on top-down support for bottom-up changes in education practices.  SISEP work starts with State leadership and quickly moves to work in regions, districts, and schools in a Transformation Zone.
